CoE-Pakistan is a group of development planners and M&E professionals for sharing knowledge and experiences in the field of development planning, performance auditing, monitoring and evaluation. The Government of Pakistan has accorded priority to accountability and outcome results; (results-based monitoring and evaluation of policies, programs and projects). CoE-Pakistan has accordingly prioritsed its programs and is focusing on institutionalization of the results chain in the development process through different initiatives including project preparation as per guidelines of Planning commission, Third Party Monitoring/ Validation, training and capacity building of the public & private organizations, communities and NGOs in collaboration with national and international partners, donors and organizations.
Monitoring plays an important role in output management of a program/project. Monitoring is the provision and use of information to enable management to assess progress of implementation of project against physical scope pf work/targets for a specific period. It helps the management to take timely decisions to ensure that physical progress is maintained according to approved cost scope of work.
The monitoring of projects is a continuous process and when undertaken by the project management is called Internal Monitoring and in case other than project management is called External Monitoring.
The evaluation is an important segment in the Project Cycle. The End-Term Evaluation facilitate management to determine the extent of which, the project has been implemented as per approved capital cost, scope of work and implementation period. It serve as a feedback for future investment in similar projects.
The Impact Evaluation/Third Party Evaluation determine the impact of the investment on the target group. In order to quantify the impact, baseline survey is undertaken before the project/program intervention and end-line survey data is collected to quantify the impact of the project intervention. The qualitative data is collected through Focus Group Discussions (FGD) and Key Informant Interviews (KII).
The key to the success of a project or program relies on the human resources involved in its planning, design, and implementation. It has been observed that public sector projects often face delays, cost overruns, and postponed benefits for target groups. A primary cause is the lack of capacity in development project management. Similarly, many NGOs in Pakistan struggle to conduct proper evaluations of their projects and programs.
To address this gap, Community of Evaluators Pakistan conducted a Public Sector Need Assessment, gathering data from 403 respondents across Federal and Provincial Governments. The findings revealed that 74% of respondents require training in Project Preparation, 79% in Project Implementation, and 78% in Mid-line and End-line Evaluation. Additionally, a training needs assessment was conducted for the Planning & Development Department of Khyber Pakhtunkhwa, leading to a structured training program for government officers. As a result, 160 officers received specialized training in Project Management, significantly improving their expertise, as shown by pre- and post-training assessments.
