The evaluation is an important segment in the Project Cycle. The End-Term Evaluation facilitate management to determine the extent of which, the project has been implemented as per approved capital cost, scope of work and implementation period. It serve as a feedback for future investment in similar projects.

The Impact Evaluation/Third Party Evaluation determine the impact of the investment on the target group. In order to quantify the impact, baseline survey is undertaken before the project/program intervention and end-line survey data is collected to quantify the impact of the project intervention. The qualitative data is collected through Focus Group Discussions (FGD) and Key Informant Interviews (KII).

The evaluation system in operation, in Planning Commission of Pakistan was developed by the professionals now working with the Community of Evaluators Pakistan. COEP has undertaken Impact Evaluation of projects financed by the international organizations.

Community of Evaluators Pakistan has also a team of professionals specialized in sample designing and data collection. We have teams of Enumerators and Supervisors for data collection all over the Pakistan. Our main thrust is to collect accurate and credible data for appropriate decision making.

The core team of Community of Evaluators Pakistan was involved by Planning Commission, Government of Pakistan in evaluation of projects financed from public sector development programme (PSDP). The core team developed the evaluation framework, methodology and questionnaire for data collection, focus group discussions were held at project sites to access the extent to which the project has been able to achieve its desired objectives.
