Welcome to CoE Pakistan
CoE-Pakistan is a group of development planners and M&E professionals for sharing knowledge and experiences in the field of planning, development administration, performance auditing, monitoring and evaluation. The Government of Pakistan has accorded priority to accountability and outcome results; (results-based monitoring and evaluation of policies, programs and projects). CoE-Pakistan has accordingly prioritsed its programs and focusing on institutionalization of the results chain in the development process through different initiatives including training and capacity building of the public & private organizations, communities and NGOs in collaboration with national and international partners, donors and organizations.
Monitoring plays an important role in output management of a program/project. Monitoring is the provision and use of information to enable management to assess progress of implementation of project against physical scope pf work/targets for a specific period. It helps the management to take timely decisions to ensure that physical progress is maintained according to approved scope of project activities.
The monitoring of projects is a continuous process and when undertaken by the project management is called Internal Monitoring and in case other than project management is called External Monitoring.
The Community of Evaluators Pakistan has professional capability to design monitoring mechanism of projects/programs in all the sectors of economy. The monitoring system developed by the team of professionals now working with COEP is being applied for ongoing monitoring of projects by the Planning Commission.
The evaluation is an important segment in the Project Cycle. The End-Term Evaluation facilitate management to determine the extent of which the project has been implemented as per approved capital cost, scope of work and implementation period. It serve as a feedback for future investment in similar projects.
The Impact Evaluation/Third Party Evaluation determine the impact of the investment on the target group. In order to quantify the impact, baseline survey is undertaken before the project/program intervention and end-line survey data is collected to quantify the impact of the project intervention. The qualitative data is collected through Focus Group Discussions (FGD) and Key Informant Interviews (KII).
The evaluation system in operation in Planning Commission of Pakistan was developed by the professionals now working with the Community of Evaluators Pakistan. COEP has undertaken Impact Evaluation of projects financed by the international organizations.
Community of Evaluators Pakistan has also a team of professionals specialized in sample designing and data collection. We have teams of Enumerators and Supervisors for data collection all over the Pakistan. Our main thrust is to collect accurate and credible data for appropriate decision making.
The key to success of a project/program depends upon the human resources engaged in planning, designing and implementation of project activities. It has been observed that Public Sector Projects are generally delayed, cost increased and benefits delayed to the target group. The NGOs working in Pakistan generally do not have the capacity to undertake evaluation of project/program.
In order to quantify the areas of intervention for capacity building of professionals, Community of Evaluators Pakistan undertook a Public Sector Need Assessment. The data was collected from 403 respondents of Federal and Provincial Governments. The assessment indicates that 74% of the respondents require training in Project Preparation, 79% in Project Implementation and 78% in Mid-line and End-line Evaluation.
COEP has join hands with Pakistan Planning and Management Institute (PPMI) and Pakistan Institute of Development Economics (PIDE) to impart training to Public Sector employees. COEP has organized Six Training Programs at above mentioned institutes for Public Sector employees. It has also arranged Three Training Programs for Civil Society Organizations in Result Based Monitoring and Risk Management. COEP has also arranged a Training Program for the Research Staff of SASSI University.
